SL Agency Roles and Responsibilities
1 Ministry of Shipping
  • Act as nodal agency responsible for overall preparation and implementation of the pilot program
  • With support from other agencies, establish Joint Working Group for IWT Promotion. Convene monthly meetings of the joint working group for IWT promotion. This shall include agenda preparations, logistics and arrangement for monthly meetings, coordination with various constituent agencies of the working group, moderation and conducting the meeting, follow ups and coordination for implementation of various decisions taken during meetings etc.
  • Establish a IWT marketing cell for marketing IWT and undertaking various promotion activities
  • Set up pilot monitoring and coordination center as part of River Ports and BIWTA
  • Develop financial incentive package for approval by Ministry of Finance to promote participation by various stakeholders in the pilot program. Manage and administer the incentive scheme during and after pilot program implementation
  • Provide required financial resources for undertaking the pilot program. This shall allocating specific budget in Annual Development Plan and coordination with Ministry of Planning and Ministry of Finance.
  • In consultation with river ports and other stakeholders, devise optimal logistics supply chain with KPIs for various IWT customers. The main objective would be to ensure that Logistics Cost of IWT is similar to other competing modes like Road.
  • Assign KPIs and specific performance levels to various agencies involved in the pilot program
  • Monitoring and evaluation of performance of various agencies during pilot program and undertake mid-pilot corrective interventions as may be required
  • Undertake all pilot preparatory activities as may be required.
  • Coordinate with Government of India, Inland Waterways Authority of India, Kolkata Port etc. for facilitating various approvals and requisite infrastructure or other resources required for Dhaka-Kolkata pilot program
  • Facilitate setting up Joint Working Group for IWT Promotion
  • Undertake various policy and regulatory interventions for removal of barriers to development of IWT
  • Ensure Linkages for pilot program to Inland Water Navigation Strategies of Bangladesh Delta Plan 2100 (of Ministry of Planning).
  • Post pilot program, facilitating Logistics service providers especially Freight Forwarders and mainline Shipping Operators in designing and offering suitable logistics products around IWT for prospective customers
  • Any other duties as mandated or required for IWT promotion and successful implementation of pilot program
2 Logistics Infrastructure Service Providers viz. River Port and Customs
  • Allocate required resources and provide round the clock logistics services for pilot program as per BIWTA’s optimal logistics supply chain solution requirements
  • Ensure operational performance as per assigned KPIs
  • Participate in the Joint Working group for IWT promotion and undertake tasks as assigned by the group
  • Provide any other support as may be required by MoS for pilot program
3 Chittagong Port
  • Provide seamless IWT vessel to ship transfer, allocate required material handling infrastructure including cranes for loading and unloading river vessels
  • Provide priority to IWT using containers for vessel to ship transfers
  • Ensure operational performance as per assigned KPIs
  • Participate in the Joint Working group for IWT promotion and undertake tasks as assigned by the group
  • Provide any other support as may be required by MoS for pilot program
4 BIWTA
  • Support MoS in overall preparation and implementation of the pilot program
  • Set up pilot monitoring and coordination center along with River Ports for tracking performance of various stakeholders against prescribed KPIs during pilot program
  • Provide any other support as may be required by MoS for pilot program
5 Joint Working Group
  • Facilitate and fast track the process of modal shift to IWT and its overall development.
  • Provide a single window mechanism for facilitating and fast tracking various decisions or grant of permissions required from its constituent members for IWT promotion and implementation of pilot program
  • Undertake assessment of various barriers faced in IWT promotion and development. Make necessary interventions, through its members for removal of barriers and improving commercial viability of IWT in preparation for pilot program
  • Convene regularly and monitor progress of various endeavours for modal shift to IWT and pilot program implementation. Review performance levels against KPIs by various agencies during the pilot
  • Resolve any impediments as may be faced by various stakeholders as reported by JWG or its constituent members.
  • Facilitate development of financial incentives including but not limited tax incentives, subsidies & grants for IWT promotion as well as impositions of green taxes on competing and carbon inefficient modes
6 Bangladesh Garments Manufactures and Exporters Association
  • Support MoS in various activities including marketing IWT based logistics supply chain solutions to its members
  • Facilitate MoS in gaining commitment from its members and clients for pilot program
  • Participate in the Joint Working group for IWT promotion and presenting the view points of its RMG sector. Participate in joint tasks as may be assigned by the group
  • Jointly evaluate performance and presents logistics issues faced by members during regular meetings
  • Support MoS in organising public outreach events and PR campaigns for IWT promotion and modal shift
  • Provide any other support as may be required by MoS for pilot program presenting the view
7 Vessel Operator
  • Provide “Fit for purpose” vessels as required by MoS on contractual basis
  • Ensure operational performance as per assigned KPIs
